  • (working relationships): works in a close collaboration with Access to Justice Programme -MENA Regional Coordinator, Programme Coordinator - Jordan and Palestine, and all Gaza staff.

  • Duration: 4 months contract with possibility of extension subject to availability of funding.

Background Information


Terre des hommes (Tdh) is a leading worldwide reference on restorative juvenile justice, which accumulates over 40 years of experience in the Palestinian context. The Access to Justice Programme aims at contributing to develop and to improve justice systems by enhancing the restorative approach and in particular by promoting alternatives to trials, detention and specialized custodial care for children, better prevention and reintegration, and synergies in contexts of legal pluralism. Tdh’s strategic plan creates a comprehensive framework for action that combines axes on operations, advocacy, research and quality and accountability, with a view to creating lasting and meaningful change in the lives of children in contact with the law. The  Access to Justice  program currently operates at global, regional (MENA for this position) and national levels where in Palestine it has been operating in both West Bank and Gaza since 2010.

For this particular position, Tdh is looking for a strong experience professional who is results-oriented, people-skilled, dynamic and proactive. The candidate will lead, guide and support all activities related to Access to Justice, ensuring quality project cycle management in all stages in close collaboration with Tdh team, local partners and stakeholders in the Gaza Strip and strictly following Tdh standards. In order to accomplish the aforementioned, s/he should combine managerial and technical leadership and experience managing Access to Justice projects, including with a broader knowledge of child protection principles in program development, gender and protection mainstreaming expertise.

MAIN RESPONSIBILITIES:


Project Management and Development


  1. Ensure planning of the Access to Justice Projects in accordance with their objectives, activities and targets outlined within Project Documents and in line with project’s budgets.
  2. Ensure that activities are appropriately and timely perform. When deemed necessary, amendments to the current and future projects, in consultation with the Gaza Head of Office and Access to Justice Regional Coordinator.
  3. Plan and organize regular meetings with representatives of local authorities and other stakeholders working on justice and child protection in the Gaza Strip.
  4. In collaboration with the Gaza Head of Office and with the Finance Specialist in the Gaza, forecast expenditures and track activities expenses (monthly).
  5. Involve the community actors, where appropriate, in the protection processes of children in contact with the law.
  6. Plan and ensure development of awareness activities in close consultation with local authorities, communities and other stakeholders on Access to Justice and child protection topics.
  7. Ensure follow-up of the case conference rollout in the Gaza Strip with the key stakeholders.
  8. With the Case Manager, jointly organize  family group conferences (FGCs) along with MoSD for children in conflict with the law in Gaza including developing child individual care plans and Implementation of individual care plans for the targeted children benefited from family group conferences in Gaza and Gaza North.
  9. Particpate in drafting assessment report on the effectiveness of FGCs methodology in dealing with children in conflict with the law 
  10. Assist in the development of new proposals for funding and advise on their technical soundness and financial feasibility.
  11. Ensure compliance of the A2J Country Strategy as part of the Country Strategy of the Delegation.
  12. Assist in timely and accurate delivery of information, analytical inputs and maintenance of an updated M&E framework per project.
  13. Proper and regular documentation of all project activities in the Gaza Strip and monthly management of sources of verification.
  14. Assist in preparation of field visits as requested.

Representation, Coordination and Liaison

  1. Actively propose and ensure regular meetings with the formal justice actors in the Gaza Strip (police, prosecutor, judges, etc.), the representatives and the Child Protection Officers under the MoSD, relevant academic institutions, as well as with informal/community-based justice actors in the Gaza Strip.
  2. Network with other (I)NGOs and entities working in the Gaza Strip in A2J/Child Protection related areas in the interest of information sharing and best practices.
  3. Preparation of minutes of meetings and reports on technical and representative meetings held with different actors in the Gaza Strip.
  4. Coordinate Tdh actions with the different networks to which it belongs in the Gaza Strip, identify and propose other relevant networks where appropriate.
  5. Actively sustain and broaden networks in the area of intervention with any existing Gaza Strip services, stakeholders and authorities necessary to handle A2J activities/support in an effective manner.
  6. Attend appropriate external meetings held in the Gaza Strip at sector level, in order to ensure that Tdh’s aims and activities are shared with partners.
  7. Actively contribute within the different activities, learning tasks and working groups in the MENA A2J Programme.

Reporting & Communication


  1. Produce and submit a monthly report and contribute to quarterly reports.
  2. Assist in the drafting and submission of donor reports.
  3. Assist in drafting of A2J thematic reports as required.
  4. In collaboration with the delegation Communication Focal Point, provide regular internal and external communication products focusing on Access to Justice for MENA Newsletter, websites, Twitter and Facebook MENA webpages, etc.
  5. Upon completion of the assignment, submit detailed handover notes.

Security


  1. Comply with Tdh Security Regulations.
  2. Participate in updating security plans, as needed.

Tdh Policies


  1. Commit to respect the Tdh Child Safeguarding Policy (CSP), Tdh Code of Conduct and Tdh Protection from Sexual Exploitation and Abuse (PSEA) Policy.
  2. Be proactive with respect to the aforementioned policies and show leadership to all Tdh staff.
  3. Report cases of abuse on children as identified.
  4. Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.

Others

Undertake any other duties as required by the Head of the Gaza Office, MEAN Access to Justice Coordinator, etc
Competencies: This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) as well as Professional Competencies

Qualifications:


  1. Full commitment and qualified experience in A2J and child protection.
  2. A bachelor’s degree social science, law, or other relevant degree in line with the position responsibilities.
  3. High level knowledge of national, regional and international legislations pertaining to the criminal justice system, juvenile justice, child protection, etc.
  4. Knowledge and interest of gender issues and ability to mainstream gender considerations into programming.
  5. At least 3-5 years of experience in similar position preferably with an (I)NGO.
  6. Excellent communication, coordination and representation skills.
  7. Previous experience and exposure to relevant actors working in A2J in Palestine would be highly desirable.
  8. Strong organizational and planning skills.
  9. Proficiency of English & Arabic languages is required.
