Job Title: 2 Field Technical Assistant

Base of posting: The announcement include two positions; one in Nablus and one in Ramallah

Reports to: West Bank Protection consortium project manager

Première Urgence Internationale (PUI) is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002. 

PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.

TASKS AND RESPONSIBILITIES

Under the responsibility of the West Bank Protection Consortium Project Manager (WBPC PM) in cooperation with the technical officers at PUI, the Field Technical Assistant Role is centered on providing technical support to the operation department at different levels as detailed below.

Main tasks – but not exclusively – includes: 

In cooperation with the field officer, he/she will conduct deep technical assessments to identify protection needs for affected communities and households.
  1. Conduct field visits in order to evaluate the feasibility and the technical specifications (etc.) of the potential emergency /protective responses.
  2. Cross-checking the collecting information with different sources of information (CEW; VC. Suppliers; victims, CWRC, and other relevant stakeholders)
  3. Conducting a risk assessment for each proposed intervention including the formulation of some recommendation for material delivery and installation (i.e. Area C)
  4. In cooperation with PUI technical officers and the Database technical officer, he/she will make sure of matching deep assessments with technical specifications and budget mentioned in the ongoing purchasing contracts & updating the database accordingly.
  5. Participating in Conducting Focus group discussions (FGDs) to identify the protective measures activities in the WB
  6. In coordination with the admin assistant and the field officers at PUI, he/she will contribute to preparing required documents for assistance delivery process such as donation certificates, MoU, agreements …etc.
  7. Preparing the documents related to cash assistance requests for emergency responses.
  8. Being part of the emergency and protective responses selection committees.
  9. In cooperation with the database technical officer and the technical officers at PUI , he/she will update the DA-RES database regularly.
  10. Contacting potential beneficiaries (BnFs) to ensure providing the supporting docs.
 Monitoring response delivery in coordination with log assistant, admin assistant supplier/s, and BnFs.
  1. After the validation of the response, request materials from the Log. Department,
  2. In cooperation with the logistic assistant, he/she will coordinate with the supplier to ensure the delivery of requested materials.
  3. Coordinating the delivery & installation of the material with the community and BnFs.
  4. Ensuring smooth implementation of delivered material by conducting regular field visits and writing field visit reports to the WBPC project manager
  5. Document all activities by collecting and providing all necessary information and taking photos before/after the implementing activity.
  6. Signing responses related documents from BnFs and relevant colleagues
 Archiving the signed docs
  • In coordination with the database technical officer and the field officer at PUI, he/she contributes to supervising the compilation, cleaning, coding, and archiving of all documentation related to the provided assistance, both in physical and digital forms

DUTY STATION

The announcement include two positions; one in Nablus and one in Ramallah with an average of 50% of the working time spent in the field. Travel to the whole of the West Bank is expected to support the field operation team.

REQUIRED KNOWLEDGE AND SKILLS

  1. Bachelor degree preferably in the field of Civil Engineering, Agriculture studies, Agronomist, WASH, social sciences, business, or other related field.
  2. Fresh graduate /candidate with 2 years’ experience max is welcome 
  3. Very good computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet.
  4. Valid and clean driving license.

ADDITIONAL REQUIREMENTS

  1. Very good knowledge of the West Bank communities and ability to travel to the field.
  2. Fluency in written and spoken Arabic and English.
  3. Professionalism, presentation, communication and networking skills.
  4. Ability to work independently while taking initiatives and showing a sense of responsibility.
  5. Ability to work under pressure.
  6. Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies.
  7. Ability to write reports and follow-up execution of projects’ activities.
  8. Ability to meet deadlines.
  9. Sense of diplomacy.
  10. Dynamic team player.
