Protection Officer

PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.

PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations both in the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several different sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.

  • PUI is seeking for: Protection Officer
  • Duration: 10 months (renewable depending on funds)
  • Starting Date: 01st March 2021

The Protection Officer will be tasked with supporting and improving PUI's positioning within the protection sector in the Gaza Strip. Additionally, he/she will help stir the protection mainstreaming efforts within the PUI oPt mission, including the incorporation of intersecting issues (age, gender, diversity, PSEA, disability, etc.) across different programming.  

This is a full-time position from Sunday to Thursday.

Main Tasks

  1. Support in the implementation of PUI's Protection and Protection & Gender Mainstreaming Strategies in the Gaza strip;
  2. Promote activities that aim to support PUI's integrated approach to achieve protection outcomes;
  3. Lead and strengthen PUI's coordination efforts within the protection sector;
  4. Contribute to the development of PUI's strategic positioning in the ARA based on relevant field assessments, data collection, and community consultations.

Detailed Tasks

Direct Service Provision

  1. Identify the training and awareness-raising needs of training of the targeted communities/ groups/local CBO partners regarding protection threats and contribute to the structuring of their capacities to document each incident while monitoring the response provided;
  2. Undertake immediate field trips (within 24 hours maximum) after protection incidents within the area of PUI's project;
  3. In close collaboration with PUI's M&E team and any potential partners, ensure a detailed needs assessment (per affected household, when necessary) is conducted after each protection incident to determine the most appropriate integrated and coordinated response to be provided;
  4. Maintain and strengthen the rapid response mechanism in place. In particular, ensure the functionality of the data management system monitoring the continuum incident-assessment-response. Develop a reactive and efficient internal and external communication flow, measuring the effectiveness of the response while identifying potential gaps;

Internal and External Coordination

  1. Engage in efficient networking with the local communities / targeted groups facing protection threats (i.e., specific focus on farmers in the ARA), as well as other relevant stakeholders (e.g., protection cluster; MDM, ICRC, INSO, Al Mezan Center for Human rights, PCHR, GISHA, local authorities, etc.), in order to be timely informed about protection incidents occurring in the area of intervention;
  2. Under the supervision of the GS Field Coordinator, report externally to other relevant organizations about protection incidents (Protection Cluster, OCHA, any local or international NGOs) and coordinate the implementation of the response when it involves several actors;
  3. Lead the coordination of the ARA Working group, currently co-chaired by PUI.

Monitoring, Evaluation & Reporting

  1. Analyze protection incidents, patterns, and trends;
  2. Prepare monthly reports on protection activities;
  3. Provide support to the Field Coordinator in representing PUI at protection-related working groups;
  4. Support the drafting of specific reports/ assessment on protection issues;
  5. Participate in proposal writing for protection interventions;
  6. Follow an evidence-based approach to ensure adequate data collection and documentation (incident reports, photos of damages or injuries, medical reports, complaints, etc.) of all protection incidents occurring in the area of PUI's projects;
  7. Work closely with PUI’s ARA Policy and Advocacy Officer

Capacity Building & Mainstreaming Cross-Cutting Issues

  1. Support the organization of briefing/field trips with visitors;
  2. Participate in potential trainings on protection issues and concerns;
  3. Exchange (field visits) and share information with the counterpart in West Bank to ensure best practices;
  4. Prepare and present brief PP presentation about protection component in GS for GS staff,
  5. Collaborate with the Quality Department to mainstream protection, gender, and other cross-cutting issues;
  6. Collaborate with the Advocacy Department on specific messages, case studies, infographics, etc.;
  7. Support the development of specific tools regarding protection or protection mainstreaming issues to serve the mission.

Required Knowledge & Skills 

  1. Bachelor's or Master's degree in a field related to social sciences or education;
  2. Strong technical and practical knowledge of protection key concepts and principles;
  3. Minimum 3 years of previous experience in a similar position within the humanitarian sector, with international or national agencies;
  4. Familiarity with the International Humanitarian Law and International Human Rights Law;
  5. Understanding of key protection and gender mainstreaming principles and their practical applications;
  6. Experience with Prevention of Sexual Exploitation and Abuse (PSEA) responsibilities within a humanitarian response;
  7. Very good knowledge of donors and PUI advocacy policies and guidelines;
  8. Written and verbal fluency in English and Arabic;
  9. Strong communication, interpersonal, and public speaking skills;
  10. Good analytical skills and capacity to present data in a clear and concise manner;
  11. Demonstrated experience in direct service provision with beneficiaries will be of added value;
  12. Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project, and the Internet.
