Background


The UN Agencies active in Palestine (UN Country Team) requested the one UN HR group to establish a One UN Roster that is made of the most frequently required positions. The following 11 Generic Vacancy Announcements support the establishment of this One UN Roster. The Roster will be a list of pre-vetted, highly qualified candidates, and it serves the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective One UN Roster for a period of 24 months. While placement on the Roster does not guarantee a position, it is going to be an important resource for filling future vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process. 

This Generic Vacancy Announcement serves the purpose of creating a One UN Roster in Palestine. The Roster will be used to expedite the hiring of personnel whenever UNDP on request of an executing UN entity, or where UNDP itself needs personnel contracting services in the respective area.

This Generic Vacancy Announcement is exclusively intended for M & E Coordinator Service Contract positions at SB4 level in any UN entities operating in Palestine. The One UN Roster is a list of pre-vetted, highly qualified candidates intended to fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the M & E Coordinator SB4 One UN Roster. While placement in the Roster does not guarantee a position, it is an important resource for filling vacancies. Duties and Responsibilities

Summary of key functions:


  1. 1. Manage the Monitoring and Evaluation function of the project 
  2. 2. Prepare all necessary reports for internal and external use

  • 1. Manage the Monitoring and Evaluation function of the project and coordinate its activities with various parties including implementing partners, other mechanisms, donors and external researchers. 

  1. To validate, confirm or re-design if necessary the Logical Fame (fine-tuning indicators, targets, baselines, budget allocation, etc.), based on the information collected through Project interventions.
  2.  Assist the Project Manager in preparation of the Annual Work Plan.
  3.  Gather and collect data regularly according to the approved M&E plan, including a field monitoring plan with field visits to partner organizations, final target population and their implemented interventions. 
  4.  Conduct desk reviews of new literature relevant for the monitoring of the Project, in addition to meetings with stakeholders and partners
  5.  Problem and risk analysis: identify potential implementation problems, risks and bottlenecks, as well as analyze and update already identified risks 
  6.  Quality assurance and quality control: analyze the collected data and projects progress reports and recommend measures to strengthen and improve the Project results.
  7.  Regularly update the M&E plan, and stay abreast of the latest Project management tools 
  8.  Draft Terms of References (ToR) and manage outsourcing of certain M&E activities such as surveys or certain research activities in various areas like needs assessment, or impact assessment.
  9.  Assist in the development of M&E frameworks and plans for implementing partners, including a variety of means such as workshops, meetings, online discussions, etc, and if required, develop a M&E capacity strengthening strategy plan for implementing partners.
  10.  Review periodic technical reports of implementing partners and provide appropriate comments.
  11.  Assist in problem solving and development of remedial actions ensuring any disparity between planned and actual outputs is addressed. Liaise and coordinate to detect possible risks, deviations and problems, and propose solutions.
  12.  Facilitate the implementation of regular and periodic programme evaluations.
  13.  Prepare and regularly update the M&E procedures.
  • 2. Prepare all necessary reports for internal and external use and contribute to promotion of the programme among local and international parties.

  1.  Prepare consolidated quarterly and annual programmatic progress reports, both internally and for donors.
  2.  Assist the Project Manager in fundraising through the elaboration of concept notes, specialized reports, programme presentations and other materials.
  3.  Update M&E and corporate reporting tools.
  4.  Compile and review the periodic technical reports of implementing partners.
  5.  Assist implementing partners in reporting on activities, indicators, outputs and risks as needed.
  6.  Prepare and regularly update the project reporting procedures
  7. Perform other related duties as assigned by Supervisor.

Required Skills and Experience


Education:


Master's degree in Social Sciences, Program Management, Development or related field from a recognized university. 

Experience:

  1. Minimum 4 years of experience managing Monitoring and Evaluation and Reporting in a multi-stakeholder environment, monitoring program performance and carrying out program evaluations. 
  2. Experience of social/community work, especially involving vulnerable population in the West Bank and East Jerusalem is preferred.
  3. Strong writing and editing skills.
  4. Ability to drive to and visit remote areas 
  5. Demonstrated inter-personal and team work skills required;
  6. Previous experience with international organisation is a basic pre-requisite;

Language Requirements:


Fluency in both Arabic and English, written and spoken
