CONSULTANCY - TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to
provide assistance and protection to a population of some 5 million registered Palestine refugees. Its
mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to
achieve their full potential in human development, pending a just solution to their plight. UNRWA’s
services encompass education, health care, relief and social services, camp infrastructure and
improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the
Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.
Consultant - Full Stack Developer - Java, HQ Gaza (Local)
BACKGROUND
The incumbent is responsible to Lead, Software Factory in HQ Gaza IT Service Center, or to one of the Senior Functional Experts managing software development projects at UNRWA HQ Amman.
DESCRIPTION OF DUTIES AND RESPONSIBILITIES
- Perform software development and maintenance tasks on applications to which assigned;
- Perform limited analysis tasks as assigned by the supervisor for the design, implementation, customization and maintenance of Agency software applications;
- Assist in collecting and documenting user requirements and preparation of system and programme specifications;
- Assist in preparation of user manuals and other documentation for the systems and applications to which assigned;
MINIMUM QUALIFICATIONS AND EXPERIENCE
- A university degree from an accredited educational institution in computer science, computer engineering, business administration with a major in or focus on information technology, or other related discipline;
- Expert knowledge of popular UI frameworks (React and/or Angular).
- Expert knowledge of Sencha ExtJS.
- Expert knowledge of HTML, CSS, Bootstrap and responsive design
- Expert knowledge of Java and J2EE
- Expert knowledge of Spring framework
- Expert knowledge of Microservices development
- Expert knowledge of SQL and NOSQL databases
- Expert knowledge of SOAP and RESTful Web Services development
- Expert knowledge of Docker
- Expert knowledge of distributed version control system such as GIT
- Good command of spoken and written English.
COMPETENCIES

- Ability to coordinate the work with others.
- Ability to work under pressure and meet tight deadlines.
DESIRABLE QUALIFICATIONS
- Experience upgrading and migrating legacy web applications.
- Experience participating in Agile projects.
- Experience with Electron framework.
- Familiarity with Jira, Bitbucket, Bamboo, Jenkins, AWS and/or Azure Cloud Services.
- Working knowledge of Docker containers and Container-orchestration systems (Kubernetes) is a plus.
CONDITIONS OF SERVICE
The duration of the consultancy is 6 to 11 months with the expected start date of June 2020;
Remuneration for this consultancy will depend on the qualifications and experience of the candidate;
The incumbent will be based in Gaza.
